1. Improving the efficiency of institutions

To provide an independent assessment of the quality of services for citizens and the effectiveness of their activities by the Committee for Culture of St. Petersburg worked to prepare public opinion poll of citizens, aimed at assessing the satisfaction of residents of St. Petersburg the services provided by public institutions of culture. The results showed that the overall satisfaction of citizens visiting cultural institutions was 83%. Average rating quality of basic services (repertoire, level of activities involved in the action, etc.) amounted to almost 7 points on a scale from 0 to 9. The average assessment of the quality of related services (comfort rooms and common areas, staff training) - 6 29 points.

2. Increase of compensation of employees of cultural institutions

2.1. Set in the "road map," the speaker of exemplary values ​​of the ratio of the average wage of workers of state cultural institutions in St. Petersburg and the average nominal wage in St. Petersburg involves the smooth growth of wages in the sphere of culture of St. Petersburg by an average of 15% annually. In general, the achievement of the wages of workers of culture one hundred percent of the average salary in St. Petersburg in 2018 will require increasing the payroll of public cultural institutions in St. Petersburg more than 2.3 times compared with 2012.

2.2. According to the territorial body of the Federal State Statistics Service in St. Petersburg and Leningrad region (Petrostat) average wage in the region for the first 9 months of 2013 amounted to 35 996.2 rubles, and the average salary of employees of cultural institutions financed from the budget of St. Petersburg - 27 937.9 rubles, or 77.6% of the average wage in St. Petersburg. The planned value of the ratio of the average wage of workers of state cultural institutions in St. Petersburg and the average wage in the region in accordance with the "road map" for 2013 is set at 78.0% (with an average planned salary in St. Petersburg $ 36 408 rubles is 28 398 rubles).
 
In general, about 25% of payroll employees of cultural institutions achieved through funds received from paid services and other income-generating activities.

2.3. When preparing the budget for 2014 and the planning period of 2015 and 2016 by the Committee for Culture of St. Petersburg, and the district administrations of St. Petersburg sent information to the Finance Committee of St. Petersburg on the amount of additional funding needs labor costs of employees of cultural institutions of St. Petersburg 2014. Beyond the check digit, directed the Finance Committee of St. Petersburg for the formation of the main applications of the budgetary funds of St. Petersburg Committee and the district administrations of St. Petersburg for 2014 allocated additional funds in the amount of 456 thousand rubles 055.0 to provide funding for salaries of employees of institutions Culture as part of their public mission.

It is planned that in 2014 the required wage growth of this category of workers will be entirely provided by the city's budget and revenue agencies from income-generating activities.
